I've downloaded the Flir Tools on that website as well and installed them on my PC running Windows 10 x64, build 1709. When installing, use Run as Administrator on the setup package and follow the installation instructions.
Here is an image after I installed "flir tools.exe" package from the following website:

As you can see, it works properly and after that procedure, I had to restart Windows. Repeat what I've just did and it should work.
